Young People's Service

Harbour Young People’s Service (YPS) is the Specialist Substance Misuse Service for under 18s in Plymouth.  It is funded by Plymouth City Council’s Children and Young People’s Services.  The service is commissioned to provide treatment interventions to under 18s who are experiencing harm due to their own substance misuse.

 

The service has an office base within Harbour but meets with service users in a variety of settings across the city.  We see young people in The Zone, Ballard and Midland Houses, Hamoaze House, Connexions, schools, doctor’s surgeries, children’s centres, community centres and youth work premises as well as in their own homes.  We will also visit those who are in secure units.

 

We accept referrals from parents, schools, social services, self, GPs, Youth Offending Service and any other professionals that may come into contact with a young person.  Referrals can be made by phone, fax, letter and the DUST (Drug Use Screening Tool).  In the case of professional referrals a DUST will be expected and asked for.  Some of the criteria for referral include:

 
  • The young person has a history of overdose, either deliberate or accidental, and a pattern of high risk substance misuse
 
  • The young person is injecting
 
  • There is significant concern about the young person’s physical well-being linked to their substance misuse
 
  • Someone else is administering substances to the young person
 
  • The young person is taking substances with older people, including siblings and partners, who have more established hazardous or problematic substance misuse issues
 
  • The young person is directly inhaling a substance e.g. butane
 
  • The young person is experiencing extreme intoxication resulting in blackouts and loss of consciousness

  • Solution focused therapy
 
  • Duty worker for advice and support (office hours)
 
  • Support to transfer to Adult Service provision if appropriate
 
  • Support to remain in education/training
